When you can claim the win, you claim the win if you feel like it.
When you can time-out, do so. Until then, click the reminder thing if it appears, but don't message them: they may find that intrusive. Their failure to move is not your problem.
In addition, they've no vaccation flag up and have only played 17 moves in total onsite: I strongly suspect they have got bored and left.
How would you proceed?
