just the admins (Russ and Chris) can create turnaments. to enter a turney you have to be a subscriber. th

Some time ago, you could sponsor a tournament. Russ didn't really like that idea, so now everybody that can offer a prize to the winner, can create a tournament. If I'm correct. 🙂 O.
