If opponent's rating changes?

What effect does it have when, during a long term game, my opponent's rating changes? Does my final rating calculation depend on the opponent's rating at the finish of our game, or when we began?

I have an interesting situation. I posted an open invite for players with 1300+ rating. But during our first few moves, the payer's rating dropped below 1300. I no longer want to play this person, so how do I do that?
