Maximum timeout setting-timebank setting

We have the mimimum timeout challenge setting many want. However, for the same reason they needed this there are many that would like a maximum timeout setting and a maximum timebank setting. We should not have to check each game when challenged to see it meets these criteria. Without these we must spend too much time writing to offer alternative games or finding challenged not accepted.
