Move timeout Russ plz read

in game 864215 It shows I have 0.82 timebank remaining but I'm timed... ?

This is just because the timebank value isn't reduced to nil after the timeout takes place. (Something in urgent need of a fix.) But this does not mean that the timeout was illegal.
