Internet Explorer:
go to Internet Options < Advanced < Multimedia
unselect Play animations in web pages

Firefox:
go to about:config
set image.animation_mode to none

Opera:
press F12
unselect Enable GIF animation

In addition to this, hitting the escape key also kills any moving avatars on currently loaded screen. I think this works in both IE and FF.
