No Skull and my opponent already ran out of time

My opponent has run out of time(1 day a move,no timebank).Why is the game not over?I do not see a "Skull" next to his name under the my games section.Can anyone explain?Thank you.

13618444 is a regular game under 3 moves, so can only be deleted.
