Worked for me with my two draw offers.
I imagine if your opponent is making moves quickly they might not see the draw offers, especially if they are using a phone.

I noticed that too. I see it turns grey. I think.
Once you make your move, it would be more obvious if the status for that game displayed "Waiting, Draw Offered" instead of just "Waiting". That would stand out. A text message is much more understandable than a little icon changing its' background color to grey with no explanation of why it changed.
EDIT: Upon further examination, if you have made a draw offer, and make a move, when you return to your 'my games' page you can go to the right side of the game and click the 'info' button, and when that window opens, browse down and you will see that there is a 'draw offered' status below the board display.
EDIT 2: If your opponent sends you a draw offer, it is very obvious.
On the 'my games' page the game status clearly states 'My Decision' in a purple box.
If you click the 'info' button, it will say 'draw offered' below the board display, as before.
On the game board page, below the 'submit' button, you see a text message that a draw has been offered, and below that another set of buttons, red or green, to accept or ignore the offer.
So you get much better visual indications of a draw offer on the receiving end once the draw has been offered.
If you are the one that sent the offer, you don't see much that stands out once it is sent.
