One of my opponent has exceeded the maximum amount of days allowed to move. How can I delete the game and if I do, does that reduce my rating?

Can't you just claim victory? If not, not enough moves have been made. Therefore, deleting the game will have no effect on your rating.

After black completes the second move, the game becomes rated, and as far as I know you should be able to claim a t/o victory at that point.

I believe that's how it works, anyway. I know it's two moves before the game is rated.
