You can't change them. If you start a game, you can choose the time limits yourself. If someone challenges you, and you don't like the settings, I'd suggest you PM your opponent and ask if he/she would like to play with different settings, and then you delete the game and start a new one with the settings you have agreed on.

In time he should be able to get those rating points back, but timing out is as much a part of the game as castling or pawn promotion.
