I'm new to this site and was wondering what the protocol is for timeouts? The other player has not moved for 6 days and the game timed out 3 days ago. I sent a reminder a little more that 24 hours ago. They have also has played over 450 games and has lost more than 50 games due to a timeout. Thanks...
@goodknightnobody saidMost people here "take the skull", meaning claim timeout wins. The exception is usually where it's a regular opponent or "friend" or chat buddy. Some people make statements in their profiles about their timeout intentions. Many of us have reminders turned off, as I do.

you are probably talking about Game 791543. The guy has won 16 games to timeout, so probably he is accepting the procedure.
Anyway as long as you don't know for sure that the timeout would provide an unfair hardship (opponent announced illness or something) you can just take the timeout since it is part of the game.
(I personnally wait for a year in non tournament non clan games but then as a subscriber I have enough slots for games 😉
