because you are provincially rated, you can only see the public games that you can accept.
EDIT: You can see all of them when you have played 20 rated games

yes, all games in progress are shown in the public games. the post above mine is referring to open invites. 😛

I think at the beginning, some games could be declared private. Now all games are public.
