Rating calculations - start or finish??

Given that the player and opponent ratings are the most important variables in determining the amount one's rating goes up/down for a win/loss - does the algorithm use the ratings as at the time of the challenge, or as at the end of the game?

And before you ask, yes that is the fairest way to do it, the least open to manipluation, etc, etc. There are lots of threads discussing this. 🙂
