Anyone else notice that the ratings graph does not show your most recent game?

Thats because its not yet complete!

In my case at least, the ratings graph does not show the most recent _complete_ game - it always
    lags one game behind.

No it does not. As of now your last rating shown in the graph is 1240 when you finished Game 338624 but your current rating is 1233!
So it doesn't show your very last finished game.

Same for me and I guess for everybody else.

"last but one" is the usual expression; "penultimate" means more or less the same but is a bit pretentious, also it suggests that there won't ever be any more (e.g. the last but one move in a finished game is the penultimate move, but somones's last-but-one game is probably not "penultimate" unless they went away for good.)
