To create a private tournament you need to be a clan or club leader. Each of those has the facility. Clan leaders can create private tournaments open to everyone who's been given the password. Club leaders can create private tournaments open to their club members. All tournaments - except the occasional "trial tournament" created in the public system - are open to subscribers only.
