The second "Action" column in My games?

Saimon is one of my friends. User 220951 has not got the second "Action" column in "My games". All the other: skull, move reminder and "send game to archive folder" icons are there:'(! So, he can't claim timeouts, send move reminders, delete games or send them to the archive folder. I DID NOT have this problem when MY rating was still provisional! Does anyone know why??? Or must I send feedback?
