So hopefully both players benefit IF they for some reason or other can't move in the set time-out frame.
There are also timebank only tournaments, where all the time you have is used only once. This can cause hardships if your time zone is unfortunately placed in relation to your opponenet (Asia vs, Europe or Europe vs. Americas)

For example,if you are playing a 3:7 timescale (which is the most popular on here) and you do not move for 4 days your "timeout" will run out and your remaining timebank will only be 6 days.
If you then move,your timeout will go back to 3 days but your remaining timebank will still be 6 days.
The benefit of timebank is insurance against being timed out for a period when you know you won't be playing.
