I registered for a tournament that has a maximum entrants of 64. The # of entrants is at 64 but the tournament hasn't started. Why is this?

I've entered tournaments before but I don't remember having to wait for very long for it to get going. Are tournaments automatically started or does someone somewhere have to flip a switch?

They are often slow in starting, soon enough an admin will flip the switch.
