Tournament subscibed, but hasnt started

Hi,

Very new to this site, and this may have been answered a thousand times, but why is the tournament I entered 2 days ago not starting (and still accepting applicants) when it has the maximum number of entrants?
Who or what 'makes it start'???

I believe Russ, the site administrator, kicks them off. There's always a few days delay. I guess he's a busy man...
