When timeout expires you cannot be timed out while your vacation flag shows.
The best plan is to set the flag for AFTER you return so you have time to move in your games whilst under the flags protection.
You can save vacation time by not booking it until the timebank runs out on your shortest time remaining game because as you say, it depletes anyway.
If timebank DIDN'T deplete while the vacation flag was showing people in theory could make games last for ever.
