That is a good question! Where indeed. I'll investigate, and hopefully return the app to the storefront within 24 hours.

I looked because my monthly membership wasn't taken out of my Google account.
The stated reason for removal is "In-app experience" with a screenshot of the login page, which is really rather weird.
So, it probably came down to them not being provided with a test account to log in with. It feels very harsh to delist an established app like this, but its Google's platform, so their rules....hopefully they will reassess this soon.

I imagine I can't use Google play cash until it is fixed?
I'm the idiot who reset his phone to clean it up and now I'm without the app 😒
I used the app to pay because it is a lot easier than credit cards and all that...
