Tournament progression delays resolved

This has created plenty of feedback recently and has now been resolved. All tournaments have now been checked and progressed, where possible.

A certain tournament (2009 championship, we are looking at you) caused a bit of blockage preventing other tournaments from being processed.

All resolved except Tournament 3116.

possibly because it should be awarded to someone else.

take away all the points from the final round from cheats and you'll see who i mean.

Well, there doesn't appear to have been any changes to the points system. A hollow victory then... One can only hope that the 2009 title is earned.
