    That's a very generous guess - far less than 1 in 10 people who know the rules of chess play at a 1300 level. Out of a random sample of 100 people who know the rules of chess, I'd be surprised if more than 2-3 could hold a 1300 rating, and even that might be a bit much.

    Statistically speaking the numbers are far lower than that.

    US pop = 300 million
    USCF membership = about 70 thousand
    = 1 in every 4286 people is a USCF member.
    And of those, according to the USCF ratings distribution
    1300 is 67% meaning

    1 in every 3 USCF players is 1300 or above
    This means 1 in 12858 people is 1300 or above

    and I think it can be safely assumed that non-uscf members are unlikely to be 1300.
