Hmm...but couldn't white play Nc3, thus gaining a development advantage? I don't think that white's isolated d pawn is that much of a hindrance.

but its realy weak on an open file so black could be a pawn up within 10-15 moves

Black's pieces have greater mobility, black controls the center, and in an endgame, white's d-pawn is a serious liability.

White can use the dynamic potential of the IQP only after catching up with black in deployment. Hitting the queen with Nc3 begins this effort, but hardly regains the advantage that white already has sacrificed.

Mmm, Bad wolf, I think Steiner variation is dubious against the French after 1. e4 e6 2. c4 d5 3. cxd5 exd5 4. exd5 and Black can develop the knight by playing 4... Nf6 instead of immediately capturing the pawn back on d5 with the queen.
