Yes even in 1938 Queens were allowed to move backwards.

In this game Botvinnik - Capablanca Avro 1938 Botvinnik got as far as here


in his analysis before he sacced the Bishop on a3 (30.Ba3) he had worked out that at
the very least he would have a perpetual and when reaching this position OTB
he went for the win with 34.e7.
