Perhaps it's wise to keep all chat to a minimum until your game is finished. This would minimize the risk of complaints and / or confusion regarding what you can say, and when.
When I was competing here, I welcomed post-game analysis and chat and enjoyed both but found chatting during a rated game to be a distraction.
There are those who like to chat during the game. I have ran into many of them. Providing it isn't a Clan Challenge game, I don't really have an issue with it.
I have even chatted with People in clan challenges that I've played for many years!!!
