The Easy Plus Game Timer does have a delay feature, but neither the Easy Game Timer nor the Easy Plus Game Timer has multiple time control capability. (On the DGT web site (link below), you can read a pdf of the manuals and features.)
BTW, I haven't actually used one of these yet, so I can't comment on the quality or user friendliness of the clock.

I also have the Excalibur GameTime II, and I'm happy with it. (Although I recognize that the Chronos is getting more popular.)

Wholesale chess was the cheapest place I found. They have a pretty good selection of clocks.
