Chess Display Software?

I just joined ChessLectures.com and love it. Anyone know what software they use to illustrate their games. It looks similar to the software used in the CT-Art tactics trainer.

I'd just like to be able to mark up a board at a position, put some arrows on it, highlight some squares. But, I don't know where to find a tool that will let me do that.

I think chessbase can do that.Not 100% sure though.
