Black should not resign, but play Qg4+! If the white Pawn captures the Queen, it's stalemate.

He can continue to harass the white King on the g and h files with perpetual checks. If White moves the King to f1, the black Queen may capture the Pawn on a4.

Black has used the threat of stalemate to restore equality.
