What's best?

D3-F5, the black's bishop could take the white's but this would set up the queen to check, otherwise the knight could move out of the way into another check and then to get the rook.

Yes. White brings about a "traffic jam" in Black's position.

And after the Bishop fork wins the Black Queen, mate quickly follows.
