Do the rules of chess permit capturing a piece while castling as long as no "check" is involved?

No, because the rules also state that there is to be no pieces or threatened squares between the King and the Rook.

Not allowed according to FIDE laws of chess, basic rules of the game (see www.FIDE.com),
Article 3 The moves of the Pieces, 3.8 King moves,
ii.castling, (2) castling is prevented temporarily
b) if there is any piece between the king and the rook with which castling is to be effected.

No. But, perhaps ironically, it's possible to checkmate your opponent this way.

What's the relevance (and irony) of that? Some checkmates involve capturing, others don't. Some checkmates involve castling, others don't. This is about capturing and castling.

My point was that checkmate is usually a little better than a mere capture.

There can be threatened squares between the king and rook as long as the king doesn't pass through check.
