There is a link on http://www.chesscentral.com/Member/freesoftware.htm
to a free Chess OCR program called Chess Scan Intelligent.
It allows to convert scanned chess diagram to a computer readable file (FEN, EPD, PGN).
But it seems like the link doesn't work anymore.
Is there anyone who knows where I can download it?
Or is there someone who has it and is ready to send it to me by email?

It's a jar file, and contains only .class files; No documentation or anything else. It states that you need Java 1.4. I have no idea how you'd use this - I don't know anything about Java or class files. (If you know how to use it, let me know. 🙂 )
