Is there an easy way to see how many times someone has lost by timeout? Or just look through their public games?

No, unfortunately not, browsing is the only way - however, you can usually get a good idea whether someone is a timewaster or not by the end of the first five or six pages.

I'm feeling sorry for myself at the moment. My computer crashed and by the time I'd sorted it out I'd been timed out on 6 games and lost 100 rating points! Altogether now......Awwwwwwww!!

Is it right to claim victory 2 hours after their move time out?
😞😏
Personally, if I come online and see a game I can claim in timeout, I do it and move on. There are time controls for a reason... if one cannot comply then sayonara.
