I was hoping someone could clarify a point for me about competiton play.

The scenario is you are coming up to the first time control, say 5 moves away and your opponent is short on time. Is he/she then allowed to stop recording their moves at this stage or do they still have to continue annotating?

If they are required to record and they stop, can you then claim the game?

As for USCF, you are not required to write your moves if you have less than 5-mins on the clock.

Thanks for the info, I imagine it is same in UK.
