Does banning cause a deflationary pressure on the ratings of the rest of us?

Assuming that banned players tend to go up rather than down the ratings list before being banned.

Has this been measured? Should I properly be rated 1803 rather than 1802!!

Well, probably, but it's balanced out by things like players leaving the site and timing out all their games.
