In one way, it doesn't really bother me as long as the first account is completely abandoned and the player is not playing under two identities simultaneously.
On the other hand, it really annoys me that people sign up to things and then think that the rules (which they agreed to) don't apply to them because they see themselves as so damned important.

I mean, do any of us read the boilerplate legal stuff we 'agree' to when we install almost any piece of software? I know I don't.

That said, not all dual account people do so to get around the limit. I think some just like to post in forums under a different pseudonym than the one they play under.
