thats the order it goes in i'm pretty sure. it takes years to become either one. i'd say 2 or 3 at the minimum but thats if you have hours and hours of practice every day. i'm thinking for the average person it could take 5 to 10 or even never.

2-3 years sounds quite optimistic. -those child prodigies who reach GM around 15 years old, have usually been playing for 10 years already. for most, who have what it takes to begin with, probably 12-20 years to reach GM level seems more reasonable.
To answer the original question, they are achieved by playing in FIDE tournaments and doing well enough to achieve "norms" which are based on performance in said tournaments.
