i think this is a good idea, but you should make it more public and hold final decision over what move to make, to eliminate engine moves.

moves are moves. If we can't play a move that an engine might play then we can't play a game at all.

Gah. I don't get the interest in the "one strong player vs. a group" format. Inevitably, the weakies will band together and out-vote the stronger players in the group on certain moves.
