Chessmaster 10th is as cheap as 10 euro... And it has countless features, tutorials and drills. As for free software, I do not know very good but I am sure someone other will reply and help you. You can download Shredder Classic trial (it lasts 30 days but it can be overrided easily 😛)

also google "ibase". it's a huge database. and do not forget about chess tactics server, it's the ultimate free tactics study tool: chess.emrald.net

if you google good enough, you can find reinfeld's 1001 combinations book free in .pgn format, which is also supposed to be great.
