I was just playing some one at Blitz chess. I was playing awfuly but mannaged to promote a few pawns in the end game in order to force a draw. We ended up with a king each and 1 minute on the clock. He had 1.30. I offered a draw since the game was clearly drawn. But he declined. I'm moved my king and he randomly moved his as fast as he could.

It was no longer a game of chess but a test of ones mouse using ability. Is this what generaly happens in OTB speed chess tournements or would a draw be awarded

It would be a draw in OTB chess

Why?

because as soon as there is not enough material for checkmate, the game is drawn.

Player has a right to claim draw due to opponent's insufficient winning chances.

What about in the event of 2xN + K vs K where the side with only a king has far less time than their opponent. Although mate is theoreticaly possible is it still a draw?

Any time that there is sufficient material to mate someone, the game continues until there is no longer sufficient material, a player is mated, a player resigns, or a draw is accepted.

Most servers automatically declare a draw in such a position if you press 'draw', or they declare the game drawn if your time elapses and your opponent doesn't have mating material. If you're playing on one that doesn't, you're living in the dark ages.

How can one mate with 2N+K vs K?

It's not forced, but it can be done as in the example below:

White moves 1. Ne7+, if black then moves 1. ...Kh8?? it's 2. Nf7#, after 1. ...Kf8 it's a draw.

Then it isn't theoretically possible?

FIDE Chess Handbook
E.I.01A
5.2.b
The game is drawn when a position has arisen in which neither player can checkmate the opponent's king with any series of legal moves.

So therefore as a mate is theoretically possible (schakuhr gave an example one) the game must in theory continue until a draw is agreed upon or another draw condition (50 moves, repetition) is satisfied.
