    I'm not crazy about these moves, made by white:
    4 a3 (better to develop your major pieces first i think. Knights/bishops also castling)
    (maybe not) 10 knight a4
    7 h3
    17 Knight e5 (being in positon to check the king may come in handy and
    the knight is in no real threat at the moment. For example if your a4 knight
    eventually gets in position and captures black's c8 bishop and his rook takes
    your knight. You could respond with knight e7 winning his rook.)
