Can a strong player please take a moment to give me some insight into the following rather strange position?

Obviously the level of play is not that high, and yes, 17...Bc5?? was not my best moment. Any suggestions for better play at any point are welcome. However, I am concerned primarily with the final position - my opponent offered me a draw, which my limited experience on RHP has taught me to assume I have some kind of forced win (e.g. I had a draw offered to me when I had bishop and 5 pawns vs. five pawns), but in this case after studying the position for some time I could not find a satisfactory plan and wound up accepting the draw.
My question is, what is going on in this position? Who stands better, and what should the plan for each side be? Thanks in advance for the instruction.

Hmm... I considered 25...Qd5 but it seemed that after 26.Kf3 Bd5 27.Rd1 I was worse off. I guess I needed to look a little deeper.
Just out of curiosity, why not 27...Rhc8 losing the h-pawn instead of the a- and f-pawns?
