why do people play it then - I've had it played against me "often" for such a bad defense.

I wonder how to tackle it - I've faced it and I take the pawn.

What about the flipped:
1 e4 e5 2 c4 ?? How to play that

Interestingly enough, it's named after Damiano because he condemned it as a crap opening.

For white, this is a dream at blitz level!

White can immediatly go on the attack with Nxe5!

..fxe5? Qh5+ Ke7 [g6? Qxe5+ Qe7 Qxh8] Qxe5+ Kf7 Bc4+ ...

giving white 2 pawns and a strong attack for a Knight...

however, if black plays Qe7 he/she can win the pawn back (but a blitz very few play that)
