i would say the latvian allows the most direct attack on white's kingside, but i like the f4 move delayed like this...

Actually, that f5 move should be ?! but i have had success with it on RHP...
Also, the Dutch stonewall which is a queen pawn opening but you can transpose with to it with the french...

with the idea of 0-0 leaving the rook on the open f-file and maintaining a solid defendable pawn center...

Can someone suggest an reply to 1.e4 attacking the white king side.
I play sicilian for 1. e4 with good effect , but want to try out something attacking the king side.

I think the Latvian is probably your best bet, but the above might do it too, and might be more solid.
There are some Sicilians that you can attack via the kingside (although it's probably better to go Q-side), if white himself castles kingside. But just a warning, if you do this, your opponent can attack your kingside too! Some of the most famous GM Sicilian games are when both sides castle kingside and attack each others kings to try and save their own!

that should give good attacking chances for black...
mind you that attacking openings for black are rarely sound, rather you should fight to maitain the tension in the center and activate your pieces, but this is one reasonable way of doing it.
Some other possibilities might be Petroff's defense (1. e4 e5 2. Nf3 Nf6), the Pirc defense or 1...g5 possibly followed by 2...h6. This last one lets you dislodge his King N with the push g4 and it lets you open up that file on the kingside. It's also a developing move, allowing you to quickly get the King B into play.
a king side attack for black after e4 is difficult. In certain systems it can happen (The sicilian was mentioned) however it isn't common and often comes later in the game once white has committed to 0-0 and attacking queenside. I think finding an early non-insane opening for this is not going to work. Any standard king side attack is going to require that f pawn at some point and with e4 in place it can't be played to f5 (well not if you want to keep it).
