When both players only have kings left, is it not draw? I know people can't comment on ongoing games but I thought site would automatically declare a draw once the situation arose.

Sort of. One of the players technically has to call the draw.

Indeed. Same with the 'Draw by 3 move repetition' rule. The site doesn't claim the draw automatically, you have to click the 'claim draw' button.

Please remember a draw can be claimed after three repetitions of a POSITION, not moves.

that would be plain wrong (if you ask me) if the site did this particular bit automatically. The premise of the rule is 'CAN', not 'SHOULD' or 'MUST'

All you have to do is to move ze king to the last square and then ze can have a queen.

as I recall this is a literal rule such that you must not be able to produce a mating situation even where your opponent is helping you.

Please remember, it is not a draw by three moves repeated. It can be a draw by the third repetition of a position, but only if one of the players claims it. If neither does claim, the game continues.
However, if only the Kings are left, it is an automatic draw because it is what is known as a 'Dead Position'. Neither side can checkmate even if the opponent make the worst possible moves, and the game ends immediately.
