Is a stalemate a draw i.e. 1/2 - 1/2 or is it a double loss i.e. 0-0?

A stalemate is a draw. A draw is scored as 1/2 point for each player.

Astonishingly, this was once the rule in England! They had some pretty kooky metaphysical justification for it, too.
