she's only 11 years old, and apparently just started playing fide tournaments last summer. still, 1500 rating makes you wonder if they just give WFM titles away...
They do indeed occasionally give away the titles. As far as I can tell, Stefan Du Toit was awarded the FIDE Master title on the basis that he won the under 14 youth championships of Africa. I went through some of his games and he is clearly nowhere near the playing strength that is usually required to become a FIDE Master (FIDE rating of at least 2300).
Of course the winner of the Womens World Championship used to be awarded a Grandmaster title, which is why there were women Grandmasters before Susan Polgar earned it properly.

then there are the dan heismans, who haven't played for a decade for the fear of losing points. he even went so far as to bitch and whine until they established a new floor just for him. -his excuse is that he'd lose business if his rating dropped. well, he damn well should. I doubt he could make 2000 fide anymore.

People falsely conclude that the higher your rating the better teacher you are.
it's not the same as a hobbyist who plays for enjoyment.
I'm not saying he's a bad teacher for beginners. that's his bread and butter, and as far as I know he's doing it very well. but the fact remains that he never was a strong player, even at his peak, and he's falling hundreds of points short from even that nowadays.
he was a uscf NM, wayy back when he peaked. he never made it even to FM. that lands him into the advanced amateur bracket even with a few healthy fistfulls of salt.
