It looks bad for black after 19. Bxg6 .. he can't respond hxg6 because of Qxg6 and then Rh3

True. Even if somehow White's attack fails, he's got a good position and he's DEFINITELY going to win two pawns for the bishop, plus he's already up an exchange, so he's not going behind in material. Basically with Bxg6 White says "You can have the material back, but I get a big attack for it". If Black DOESN'T take the sacrifice... well, I don't think the game lasts too long down THAT route.
