Yes, however it will probably produce a slow game most of the time> Nf3 might be considered better, as it keeps the option open for playing c4.

Yep, it's certainly playable, but... and this is just my personal preference and opinion, I really can't stand blocking in the c-pawn in a d-pawn opening. That c-pawn is a powerful weapon, sometimes later, sometimes early in the opening, but undermining the center with a c-pawn push is very important in most d-pawn openings. Once it's blocked in with Nc3 your opponent doesn't have to worry about it for quite awhile.
