Dunno about web-sites, but here are a few classic books that I found helpful at various points in my "career":

High School (~USCF 1300): Modern Chess Strategy by Edward Lasker
College (~USCF 1700): Chess Fundamentals by Jose Capablanca
Post-college: My System by Aaron Nimzowitsch (not necessarily good for a beginner)
Now (?): The Ideas Behind the Chess Openings by Reuben Fine

All books written well before my time, but the basics of chess really don't change.

There are also a few "test" style books I remember being useful in sharpening my tactical sense. One in particular I found in an old pile of books. I think it was by Fred Renfield. Tons of positions featuring common tactical themes from pins to discoveries to last rank mates. Sorry, but I can't remember the name. I have seen people mention his Red and Blue books and this one was all red, so maybe it was that one.

Here's a few good points from Dan Heisman's fine article, Chess Principles and Common Sense, posted at ChessCafe.com:

As GM Rowson relates in Chess for Zebras, if you possess decent chess knowledge, but are not a very good player, then adding more knowledge is probably not your path to improvement.

Instead, you should focus on:
Discovering your mistakes to avoid repeating them, and
Becoming a better analyst (see Improving Analysis Skills).

The three main analysis skills are:
The ability to recognize critical positions,
The ability to analyze accurately, and
The willingness and willpower to do careful analysis whenever it is required.

In many cases reading another random chess book won’t help a player improve (see The Theory of Chess Improvement). However, if they could pinpoint a key weaknesses or two (see the Most Common OTB Mistakes), and find a way to eliminate those weaknesses, it would probably do more for their game than any other action they might take.It only makes sense.

I found one more good web site for novices. Lot's of lessons, basic strategy rules, tactics puzzles, and even some entertaining slide shows. Shorman seems to teach a combined style of Reuben Fine and Cecil Purdy, both excellent instructors.
